From the clothing, it looks like 1950's or later. Political candidates?

I would say two different guys. The chins, jawlines and eyes are different.
Anyway, why would you make two, only slightly different images of the same person?

Don't think its a spinner, there aren't any tiny holes on the rim for the pins, however, possibly the same guy as the right picture looks like the younger one and the left later in life & older, as the hair part is on the same side with right showing a younger fuller hair line. Many thanks for your inputs so far.. PC

These look unfinished to me. I find it strange that there are no words or other symbols on these that would help identify who it is. I would think if they were political, they would have the names of the politicians/candidates.

I go with different guys (the ears), but check local for ID could be local men running for a office mayor city council, but could be bank president, doctor, owner of the furniture store, ect.
