Well it's definitely a nautical theme. You can bet that Banner once said something extremely relevant before it got worn off.

The only other thing I can see is that the ship is a battleship because it has gun ports. I'm not sure about the leaves on the side but they look like clovers, so Irish Battleship commemorative spoon?

If there are any backmarks on the spoon, that will lead to the maker, and then to their specific design.

Unfortunately it would seem the hallmarks have been removed to make way for this engraving, wording is very worn but best guess is Frank F***** & Sons. 1870.
