Spanish? Military insignia

Found this morning at a flea market in Barcelona, so thinking Spanish but could be other European. No hallmarks. Large size, made of silver and enamel. Nice quality work, seems to be late 1800s to early 1900s.

I assume it is a shako badge?

With a fly-ball governor and a horseshoe magnet on it? :icon_scratch:

Weird symbolism, as Matt mentioned. Looks like a fasces with bent arrows mixed in there... Odd.
Maybe seeing the back would help? (I see you said there are no marks, but maybe the construction looks familiar to someone?)

i just got back from my trip, so i'll post a photo of the back later this evening. nicely made with the silver, enamel, gilding, and multiple piece construction.
thanks for the tip about the flyball governor DCMatt, that's definitely it. those seem to have been mostly used with steam power...so maybe something pertaining to trains, which i think were pretty important for 19th C. militaries. (not 100% sure it is military, but as you point out it has a fasces motif, so i think that makes sense).
