Part of a hinge. A "L" rod shaped metal piece slipped into the left side of it.

LOL the only thing not covered it the cement slab....yet there be a white thing on the cement......to small to tell.

Definitely an electric fence insulator - I still have a few from the old farm we used to live on. (and they still work).

Its typically called a tiko clip...a multi-purpose machine stamped steel strap.

Still made by Simpson and other various architectural product group manufacturers...

Simpson makes a flat rustic strap that is almost identical (OS or OHS) which can be bent and shaped for many uses.
