probably not a heating coil, but a Bi Metallic spring that expands with heat and turns the center post. like the choke on a carburetor

I agree with it as a spring. I don't think it's bimetallic though, as I've only ever seen flat ones of those. So, a recoil sort of thing?

I think DCMATT is on the right track with an Antenna base of some kind. so far it makes the most sense of all of the ideas. After looking at close up of the pics.

Could it be something left from a motorcycle mirror or truck mirror? The spring took the shock? Just an out there guess!!!

maybe you should heat the coil , see if it turns the top thing . It could be a thermostat for a chicken brooder ?

This is unfortunately not in my possession anymore. I left it with the property owner. It was found within 20 ft or so of a road, so the automotive connection makes sense.

I think Nitric is on it. It could be the inside of a "bullet" side mirror - the adjustable part. The spring tension would hold it in place.
