I was thinking this was just an odd washer but I counted the marks and there are 12 I thought maybe there was a clock connection. its not much larger than a tarp grommet so maybe a wrist or pocket watch... or maybe its just a washer. anybody have any insight?

Small roller bearing I believe, not clock related. Could also be called a needle bearing or thrust bearing.

I think it is a type of lock washer.Although I could see it being a bearing if the the little rollers move.
