Seems to be a hook on the top and a belt loop on the back. Its about 1.5in(est) hook to tip. Found in a forested area in NH that used to be a farm at least as far back as the early 1800's. Thanks for looking.

I am not well versed in cloak clasps but the hook on this buckle is exact to what I have often observed on such clasps.I personally can not recall ever seeing that type of a "Hook",attachment means on a two piece style belt buckle
