I remember seeing that object in the What-Is-It forum a few days ago. To help you, I looked back through the entire past week of posts, but couldn't find it. Perhaps the Original Poster deleted it.

I agree except they're usually keyed so they won't spin in the shaft.

Yup .. I was the one who ID'd it on the other forum. Off of a harp, indeed!

Not a multi-stringed instrument .. and not a mouth harp .. but a musical harp (of sorts) none the less .. ...
It is one leg, broken off of the mounting harp from a Victorian era carriage or sleigh bell.

Here is what the bell and the harp would have looked like:

Somehow, creskol's looks more industrial than a sleigh bell leg. It looks to have a bit of rust too which would make me doubtful. Aren't sleigh bells made of brass?

Yes they are. The broken leg is solid brass, too.
