Some type of military item

I found this last week at the beach in North Carolina, no clue what it is except that it looks like some type of eagle thing, it is on about 1.5" high and has a shank at the bottom of it. I found it not far from a 1943 20mm bullet casing, not that that means anything. Anyone have any ideas? Thanks for the help

Is the bottom hollow? If so, maybe the top of a small flag pole?

No the bottom is not hollow it is one solid piece and I dont know what kind of metal maybe pewter?
