It does look as though it had ribbon in it, right frame and size, example would be say a " Meritorious Unit Commendation" (Red Ribbon) worn over the right breast pocket. Although, the tab with a pin sticking out has me thrown a bit, don't remember that. The four tabs on the back would have slid onto a type of bar with others, such as Valorous or Presidential Unit Commendation ribbons.

Looks like a ribbon frame for the Army Meritorious Unit Ribbon.

Between the 5 military branches, then throw in Active Duty, Guard, Reserves and then Law Enforcement, you'll be hard pressed to ID the actual ribbon. We all have ribbons with the "Gold Frame", some LE Agencies have a lot of ribbons with the frame.

Heck my USAF ribbon rack has two ribbons with the frame.

Hard to say, this style single ribbon holder has been in use for years and I believe is still available. Yeap still available, just checked, see image below. I'm thinking that style ribbon holder/bar might have came into use during WWII until present day, so you've got an approximately 80 year period there just on the ribbon holder/bar.

If you can clean up the brass of the ribbon holder/bar you might be able to see the manufacturer's information. Based on that you can get a general ideal when that part was made.
