✅ SOLVED Some sort of bladed clamp.

Not really sure what to say about this, you squeeze the handle to close the clamp. Looks like the the clamp part was designed to hold somthing and squeeze to into the blade. My guess was a pecan, but I'm sure thats not even close. The images tell a much better story.

Looks like a pipe cutter used to cut copper tubing for water lines.

Amazing, Thank you all so much. Everyone I asked had a different answer, tho nut cracker was the most common. I dismissed that possibility because of the blade at the top, guess I was wrong. I'm glad to finally put this mystery to bed.
