Some kind of tobacco tag or token?

Next to the 1916-P (dang! wish it was a D) is a brass disc that says THE IMPERIAL TOBACCO CO LTD on it. Nothing on the other side, and no holes. Someone on Today's Finds thought maybe it's a token given to a tobacco picker for a given amount of tobacco. Any other ideas?

From the pic it looks like there may be tiny holes on either side of the line that says "Tobacco Co." - am I seeing things? What is the edge like? Is it beveled and a bit sharp? I'm thinking a cigar box opener. I have one a bit smaller that was tacked to cigar boxes and could be pulled off and used to cut the tape or whatever they used to seal the box closed. Mine just has one tack hole and advertises an Illinois cigar company.

No you're not seeing things; the holes are tiny and I figured it was corrosion. Edge is not beveled. Thanks!
