I am really dumb founded to what this might be. I found this at a local park but no clue to what it is. Scout tag maybe?

Here is my guess:
It is an equipment identification tag that was first issued in the 40's, 50's or 60's. When that tool or piece of equipment was retired, the tag was reused, thus the newer stamping on the second side.
FWIW, I've sold numbered brass tags to cities and businesses, and those silly things are EXPENSIVE for what you get.
I have seen the same tag used on everything from theater seats to lockers.
