The stamping on the back is more modern than that on the front, so I doubt one has a bearing on the other. Those oval tags were used for a multitude of things, so getting an accurate ID would be darned near impossible.

Here is my guess:

It is an equipment identification tag that was first issued in the 40's, 50's or 60's. When that tool or piece of equipment was retired, the tag was reused, thus the newer stamping on the second side.

FWIW, I've sold numbered brass tags to cities and businesses, and those silly things are EXPENSIVE for what you get.
