Some Kind Of Snap

Cant figure out what this is i know it snaped onto something,that lever rotates around, in the up position it locks it, in the down position it opens it, notice the letter D in the locked position.Its about the size of a half dollar.

My guess would be to clip to your pants so the older button-style suspenders could be used.
