My guess would be a hasp to lock up a small box. The eye part is missing.

Could be part of a book clasp.

I tend to agree with this theory for the following reasons; the thickness of the end that was "permanently" fixed in place is too thin to fasten to wood (nor fastened in way consistent with wood craft) and had it been attached to metal it couldn't have come off with the rivets still in place. But a book cover would fit size-wise and could have deteriorated off of the hinge (even if it's part of a clasp, it still hinges).
