Best I can tell it might be used to take the shaving off the edge of sheet metal.
The center flat rusted part is a file. Theres a narrow cut at the base of the frame that lead down to the file.
With screws on both sides holding the file and frame in place.
In image1 I the narrow cut.
In image3 Iv removed the file to get a clear shot of it.
Images 2 and 4 show both sides of the device.
The only markings on it was the "C" in image2 and the "E" in image4
I cant figure it out, I hope some one out there can.
