Looks like a high voltage grounding clamp.

Is this the clamp that linesman use when they are working up high to temporarily ground themselves?

Probably so. Normally the clamps I put will have a square or hex head for permanent installations. Ring heads like that are for regular installation/removal of the same item.

I say 'SOLVED'!!

It is a transformer stinger wire clamp. It hooks up the transformer to the high voltage wires. Grounds must be mechanical clamped to the wire/lead as in the pictures. and tested for personal protection.
The stinger clamp is not critical to safety cause if the wire falls out. it falls below the ground wire away from the high voltage. I have installed a couple of hundred of them as a groundman working at a Electrical CO/OP. Most of the new ones are cad. plated brass now days.
