Just a wild guess on my part but the first thing I thought of was a "Gyroscope" ... could this be part of one?

This is a gyre from an old clock, the one onto which a spiral spring is attached.
The central bar is in deed twisted that is why the most used design is the one with three instead of, like on your find, two spokes.
