I think it was made at Area 51 U.S.A. with help from a special team of workers they transferred from Roswell, New Mexico ??? What's the back side of that 3 hole mounting plate look like?

I think you have what is left of an "Elite" brass measuring tape. The internals are missing but would have been spring wound around that center spool. Just a wild guess but the logo could be "interpreted" as Elite, which still makes tapes. Sub 8-)

Looks like the cover has 4 mounting tabs. Are they the bend-over type or is there some other way it attaches? Is there more than the one opening that I can see at the bottom? Any evidence of attaching screws having been used on the three mounting holes? Anything on the back side?

Nothing on the back side - It was pressed together, I had to pry it open. it has a small slot on top and another on the side. Those were the 2 points that I started prying it open. I'm sure it's pre - 1950. Everything in this area has been from the late 1800's to approx. the 1940's.

Deep did it. That logo was sure an odd one in the position it was in.
