My concern is the coin appears bigger than the width of the finger; and if the coin is 16.5mm across, the finger would be even smaller. Can you remeasure that coin's diameter, please.

The pic above gives me no better idea of RELATIVE size of your coin; compared to what?

It's compared to the quarter right next to it, I need to invest in a tape measure.
from what I see of the markings they are identical.
