Not a spigot,no groove, It was a movable bailing eye for securing tie off lead's. It was dropped in a rail and a securing wedge was pushed through the bottom hole, and the tethering line was secured to the eye. I used them in a log sort pond for securing the bull boats we used to move the log raft's
