Doesn't look like much at first glance does it? This came from the estate of a WW2 vet. This was the only piece of Militaria that the family let go of. That's because they didn't know what it was. I remembered seeing one a few weeks ago when I was researching info. on my R.A.F. water bottles (canteens). How lucky is that. I love these $1 finds.
It's a WWII Royal Air Force ditching whistle. It was issued to all British aircrew in WWII and often attached to the battle dress collar or to the Mae West life jacket to be used for attracting attention in a crash situation.
In the rare chance you ever do see one, grab it. Just make sure it doesn't say Acme Thunderer on it, and make sure the numbers are on both sides. It should also show some age to it. Nickel plated brass. Don't list it for less than $50.
