Snowflake Charm help Please

I was out with my brother again about a week ago. He found this item and is having a hard time determining age and finding an example of it on the net. All suggestions and help are much appreciated. We believe it is a snowflake charm/medallion/necklace of some sort. We are hoping someone could give more specific info on item. Also it is hollow on the inside and seems to be made out of lead. Thanks for your help and expertise.

Looks more like a flower than a snowflake maybe a Poinsettia
