This was given to me about five years ago to try and identify. Nobody I've ever shown it to has ever seen anything like it.

The concept makes sense, but there's no information about these online. In fact, the only two that Google seems to show at Worthpoint from ebay in 2007 where the seller wasn't even sure what it was, and a patent for a three prong device.
