It is the main component of a suspenders strap-adjuster buckle. It's back has two tabs (flattened down on your find) which held the "sawtoothed plank" floating tab that gripped the suspenders over-the-shoulder strap I do not have a photo of one exactly like yours, but the one in the pic below is similar. The marking on it says it was Patented in 1867, so that establishes the earliest time-period for this type... the are from after the civil war.
