Slave tag? or?

Hi all,

I found this back in the early 1970s, Winchester, Virginia probably Civil War related. It is thin copper. Anyone have ideas on what it may be?

Looks like a telephone pole ID tag

Looks like a trap tag to me, required by law for trappers to ID their traps in many states.

I will agree that it is NOT a slave tag, at least not one like I have ever seen researching...
