I assume this was to advertise Tagolene or as a sign for a bottle with Tagolene. There are a lot of signs/ ads for Skelly Oil. I never knew it existed before. I thought you misspelled Shell when I saw the title.

Today we say "change the oil" but apparently they said "drain and refill" (with Tagolene). :D

Skelly was a local oil company here in Tulsa, OK. I'm not sure it is still in operation, but it no longer markets canned oil to the bests of my knowledge. Monty

Now I want to see the back.
I just did a search for Skelly oil stick pins and Skelly oil badges.
Although I did not find Skelly I found many Oil Company Stick pins and driver badges.
All the pics are really small so look about half way down this page...

They sponsored a summer league baseball team for boys ages 13 to 15 I think it was? I played for another team and played against them in the late 1950s. They had a lot of money and could afford to "recruit" the best players. We had a good team but they beat us like a drum! I went on to play a little semi-pro ball when I played for Reese AFB in Lubbock, Texas . I got transferred overseas and that ended my baseball career. But ten bucks and a steak dinner was pretty good pay back in the early sixties. Oh, back to Skelly Oil....In the 1970s I had security on an exclusive apartment house called Mansion House in Tulsa. One of the Skelly brothers who was quite elderly lived there and talked about the company all the time. Monty
