Solution
My guess as to a part to a whippletree is because I have seen it posted before and others have I.D.ed it as that so the solve goes to all the great members on T.Net who have solved such items in the past and increased my knowledge.

I know the feeling. Can't quite place it. I think you're right about pole for carrying heavy things. We have a similar one at work for 2 people to move motors around.

This looks so familiar. I know I’ve seen them a farm auctions. I’m torn between it being a tool for carrying water buckets, feed buckets, etc on a wooden pole (1 on each end) or a fitting for plowing with a horse. Anyone know for sure? Thanks
So much of the old stuff is hand made in a forge and sometimes things look very similar to other parts. I am sure that that hook that is bent back into the eye was made that way because it helps keep a chain(such as a trace chain) from flipping off when the animal jerked on it. Most likely in my opinion it was made to fit on the end of a single tree. That small hole in the cone part would be to put a fastener(rivet ,screw,or nail) to keep it from sliding off.

Up-date: Back-of-the-boat had the answer on the forum Today’s Find, where I had posted the item along with my other daily things. He said it is from a whippletree. I looked it up and posted the photo below. I asked him to post answer here so I can mark as solved with credit to him. Thanks for all the responses. It may have multiple uses. The whippletree is what I was trying to remember.
