Silver Trade Token

This is my first post, but i figures someone on here could give me some info on this thing. The coin says its minted from U.S. strategic stockpile silver in 1981, San Francisco. It says its 31.1 grams on .999 fine grade silver. are these coins made every year? I found it about 7" deep in a school yard.

This side of the coin has and eagle and a flag on it

This side of the coin says "formerly stored at U.S. ASSAY Office, San Francisco

Any Info?
