Very thick silver with no hallmarks on the remaining parts.

Salt spoons maybe?

The hallmark would have been on the part that is missing ...of course....But it looks like it could be a Cape Fiddle design...very popular from 1820's through 1875
The deeper bowl tho, lends itself to Malta ....probally a basting spoon...
