Old ashtray cover would be what it looks like ,but it folds like a wallet and latches ? and i know of none that were silver plated, chromed yes.

I don't see that it folds? The hinge is very robust like the car industry of the day and I would have to say this was is chromed not silver plated. IMO

It's more or less like a notepad holder.

The problem is that it's pictured in a ridiculous manner.
I think it's two pieces that should be pictured from above and lined up as such ?

This would give a very small holding capacity.
Smaller than a business card which is 3.5 x 2 inches.
Also, it has two mounting holes on the back piece.

I've never seen a thin copper or brass ashtray lid in a car.
Just a thought

Possibly a smashed cigarette case. There might have been something decorative attached to the side with the holes like a monogram.
