It could be off a watch fob.

I've seen inlay pieces like that on old muskets. Could also be from a saddle or horse tack related. Are those just scratches or is there any sign of worn away engraving?

Hey G, You've got the shield from a silver Victorian stick pin. Since the post on the back is so short, we can't tell whether it stuck out, then curved downward like long stick pins as pictured or if had the short straight out pin like a tie tack. But, my educated guess would be the long stick pin just because they were more popular during that time. Great find, Breezie

Breezie is probably correct but I found online this shipyard made badge for a worker in the Portsmouth Submarine Shop.
