Maybe a from a ladies vanity set, handle adornment for mirror,brush or from a parasol or cane handle there are a lot of possibilities.

Looks like it was part of a Victorian babies rattle/teething thingy.

Top of a cane perhaps? It looks to have a place where a monogram would go, making me think it's a fashion accessory of some sort. But, what is the size it (I don't recognize the piece of the coin offhand, for comparison). I agree with Crusader about it looking Victorian.

I will throw 2 other "guesses" out there... just for food for thought as well...

Pointer / swagger stick handle.

OR... Crop handle.

Maybe a little big for my suggestion, the cane top or swagger stick maybe a better bet.
