No idea on the numbers, not sure if silver, as tombac looks similar (although it does look silver in the picture).

The off-set bar indicates a heavy leather strap, which screams horse tack. Pretty sure this was a bridle piece.

Also the bamboo type decoration was popular in the 1890s.
