Silver? Any Suggestions?

I've been collecting coins for a while and this one has me stumped. I got this 2003 P Alabama state quarter back in change today. It weighs the same as a regular copper state quarter (0.20 grams), but take a look at the edge, it is a solid silver like coating- no copper showing. Anyone have any idea what this could be? Mint error? Is it silver? It isn't mirror-like enough to be a proof.

What does your detector tell you? Clad will read different than a silver coin.
 

Not silver ...

You're probably correct, but why? What should schwabie16 do? I like solutions, not problems. In all honesty, I do not have a solution. It looks plated, but I'm not an expert.

Thanks everyone. I think it might be silver plated (mentioned by a few people) but I'll have to do some more research on it to figure out more. I don't know if it came from the mint like this or not.

Probably not from the mint, but by a random person for fun.
 

they used to sell silver plated sets when the state quarters first came out, i bought a couple of them, later only to take my coin guys advise and spend them. i think i used them to wash my car with,lol
