Sidewalk Question

Hey PA folks,

In the town I grew up in (about 10 minutes from where I live now) they are going to replace sidewalks on a very old street in town. This section of town is mainly residential, so the sidewalks are in peoples front yards.

My question is, would I need to get permission from the residents to detect along the path of the dug up walks?

Throw on a white hard hat and an orange vest and go there after the construction people leave for the day. j/k. I know in the city I live in (close to Pittsburgh) the property owner is resposible for the sidewalk and care of it (just replaced mine about 5 years ago and they can fine you for not clearing the snow off). If the city is replacing the sidewalks, that has to be city property. I would talk to the construction foreman, he/she can point you in the right direction.
 

In my experience, the sidewalks are owned by the municipality but cleared by the homeowner. Survey stakes are usually to the inside of the sidewalk. You shouldn't need to ask permission of the homeowner.
