Shot shell head along a railroad bed

Found this shot shell head along a railroad bed. It laid exposed to the elements for many years. What remains of the cardboard is very clean. Looking it over got me wondering. Is this asbestos?
Was Asbestos used in the manufacture of cardboard for shotgun shells?

No asbestos, Just tightly rolled paper.

The brass poisoned the soil around it , which stopped the microbes from eating the paper .
I have dug civil war relics with thread and leather still visible.
I dug a U.S buckle buried 4' deep in a hut hole that had pine needles directly under it.
