Irish style shot scoop (fits in a tube on the end of a shot bag/flask). The other looks like the body of a pistol flask.

What you were told is correct. Your find is known as both a shot-scoop and a shot-charger. When you've filled it full of buckshot from the flask/bag, what it holds is the correct measured "charge" of buckshot for the muzzle-loading shotgun or musket.

If I may add....
Instead of the shot pouch being regulated to toss a certain measure of shot by pressing a button and calling it good, ( The one Charlie added a picture of can do so by length of spout due to gate controlled by button , by placing palm of hand over spout end.) The removable measure allows an equal volume of powder to be measured as a crude charge amount. In addition to the convenience of holding it to pour shot.
Note : only relates to shotgun! A charge of powder for rifle/ pistol will vary more with science than equal attribute guaging when compared to varied calibers and bullet weights.
Black powder can be tossed by volume itself vs weighing , but there are varied grades of black powder that will produce varied results. Manufacturer/ process will affect performance too.
