Shortage makes a new kind of PM?

It appears that Zinc is in short supply and getting shorter. So does an extreme shortage "create" a Precious Metal?

Hopefully what they are saying about zinc will happen to gold and silver due to lower prices over time causing lower mining output (the low oil prices have probably helped mining cos keep costs down lately though). I don't know a thing about zinc, but here is a recent article talking about the higher prices.
