Shoe Buckle Part?

Both these parts were in the same hole. The one I believe is an 18th century shoe buckle prong. But, what is the other piece? It looks as though it is hinged. Being that it was in same hole I would think it is part of the shoe buckle. But, I can't seem to find a picture of a shoe buckle with that kind of part on it.

You're right about the buckle tine...but I think the other part is just a broken hinge.
