Shoe buckle? Hairbow?

Is this a shoe buckle? A hairbow? I found this at a old house site in Virginia where i live. So far back in the mountains that you about have to pump sunlight in to see where to step. Can you tell me the age, what it is.it is about 4 inches long and 3 inches wide. Made of brass. Possibly silver plated. The only makers mark on the back is a star.

My guess is a sash buckle (could be wrong though). I didn't know about them until I found one last year. Great detail!
 

Sash buckle? Can you elaborate on that? What about age? Yes it is very detailed. I was very pleased when i saved it from mother earth.
 

Does the back have two clips on it? A picture of the back would help to ID it better. If it's a sash buckle, probably from the 1880s to 1920's.
 

There is no indication of anything pertaining to a pin or clip. The only thing on the back is a makers mark. The makers mark is a star
 

Agreed with others looks like a late 19th C ladies sash buckle
