Huh, something like that. The NGF stands for Naval Gun Factory. 5" powder case perhaps? (the size of the ordnance isn't measured at the base)?

I can't tell much from your pictures. Can't tell if it's fired round. A 5"38 was a pretty common U S Naval gun for many years. With all the scatches
on the case, my swag is it's a practice or dummy round to teach loading on a crew served weapon. But I can't see it well enough in your
photos to tell much of anything. The longitudinal scratches are my only clue, and that may be all wet, offered only as a lead on your research.
This video will tell you a lot about the 5"38. The designation 5" is the diameter of the barrel, and the 38 is the caliber, or in Naval lingo, the
length of the gun barrel is 38 times 5. It was quite a gun in it's day, and the navy is now using an automatic version of this gun. In WWII films showing
aircraft attacking ships, the black puffs of flak are exploding 5"38 projectiles. The video can be stopped by clicking on it, and there is a scene in
the magazine of a sailor carrying the brass powder case, and a very short scene of the powder case being loaded into the tray before ramming.
This scene is just after general quarters and just before the trigger is being pulled. You will also see the separate projectile being loaded before the
powder container, as this was a two piece round, projectile and powder being separate. The scene with the sailors in whites and white hats show
them at loading practice, in combat they wear helmets and life jackets.
