The marking saying "Lot 428" confirms that your find is part of the base of an exploded artillery shell, with a portion of its base-mounted fuze. But the fuze is too badly damaged and incomplete for me to give you a specific identification. Your photos show some additional ID-markings on the brass that are out-of-focus. You can examine the markings in-person, so please tell us as all of the markings you can make out with certainty.
The type of fracturing seen on the shell base's body indicates the base is made of cast-iron instead of steel... which when combined with having a base-mounted fuze suggests that the shell is from the Spanish-American War era -- thought it may be as late as World War One.
