The metal also rather thin at the points. Some sort of buckle device? Horse furniture?

Spike, when you average out the dimensions you have a standard two inch ring. You've got wear on the inside only, and once wear begins in one spot, it favors that spot and wear begins on the corresponding opposite side also (assuming a ring was attached between two other links under tension, possibly chain) Any round loop or ring when pulled under enough tension will always be a symmetrical oval (something you can easily prove yourself). Another way that kind of wear can begin is when a ring is pulled slightly out of round to begin with before any wear, and then the wear immediately begins on the inside of the two ends.
