It is what it says it is, a Tool kit, Carpernters Engineer squad, Authorized for most units by the Common Table of Allowances. It's just missing the contents.
 

I mean I knew it was a toolkit but he didn’t know if it was old.. unique or if it was a common thing to get a hold of.
 

I would believe it's after the 60's, only because it has a social security # with name, and not the older "serial" numbers. The year the change from one to the other can be looked up on-line. Right now I just do not remember. I do know that my own # was my SS# in 1969.
 

Probably quite a bit past the 60's. mid 90's looks about right. In the late 90's they switched to a plastic box.

Military used social security numbers until late 2015.
