Severely corroded decorative brass clamp. What is it and how do I clean it?

Here's a strange brass band clamp with what appears to be a worm gear tightener on it that came out of a local bay. The square shaft of the piece coming off of it is decorated with circles. It's heavily corroded from being in salt water, so I can't make out much more. I find it odd that this type of clamp is made of brass and not stainless.
Does this ring a bell with anyone? Also, what could I soak this in to help remove some corrosion? Thanks

Looks like it could be a oarlock for use in rowing a boat.

In the top row, second pic, I'm seeing something on the straight piece, 000000 or something, what is that?
That's just decoration. The more I look at it, the more decorations I can see. I'm going to try to clean it up some. ( suggestions ?)
As far as the oar lock, I don't believe it would be strong enough for one. I'm thinking is more of a bracket that held something in the round adjustable part.
Since it was found in the bay, I was thinking nautical, but down here it could be from anything.
