I found one similar in a lake by my house next to an 1844 half penny. If you find any info let me know!

Atprolen and Sturrat, I did some research at the TagTown tag-collectors website, which says the manufacturer's stamping "evolves" over time, like the evolution of Scovill button-backmarks.
Baggage Check Makers

Known Wilcox tag name-stamping variations are, from earliest to latest:
Wilcox
W. Wilcox
W. Wilcox & Co.
WW. Wilcox & Co. (approximately 1890s through 1910s and somewhat later.)

Mr. Wilcox received a US Patent dated July 9, 1883 for a particular form of tag, but no information was given saying whether or not he was also a manufacturer of them at that time.

Here's a link to a tag marked the same as yours ("W.W. Wilcox & Co. Chicago"), dated circa 1915. Scroll down to item #1212.

W.W. Wilcox also manufactured padlocks. You might find additional info about his company's timeline by researching W.W. Wilcox padlocks. I found a padlock-collector website which lists them (and shows them in photos), but I did not see any time-dating for the Wilcox ones.

Around 1877, Cornelius Vanderbilt and his New York Central and Hudson River Railroad gained a majority of stock of the Lake Shore and Michigan Southern Railway. The line provided an ideal extension of the New York Central main line from Buffalo west to Chicago, along with the route across southern Ontario (Canada Southern Railway and Michigan Central Railroad). On December 22, 1914, the New York Central and Hudson River Railroad merged with the Lake Shore and Michigan Southern Railway to form a new New York Central Railroad.
While the original main line was to the south of Sandusky Bay between Toledo and Elyria, the northern alignment (the Sandusky Division) eventually became the main line.
