Looks brown and bubbly like iron I would guess. But I can think of too many places where cup washers are used to think this could be attributed to a certain application. My first thought was from a car supporting a rubber bushing. But it could be from furniture caster too.

Could be car related since there's a junkyard right next to the civil war site I hunt. It's heavy duty and could be suspension related.

Looks like an engine valve spring cap or retainer to me.
