Scrap yard find, aluminum statuette.....Military?

This looks like something shop built, but I'm trying to decide what it is.
I see a guy in a top hat holding a flaming bomb (Ordnance Symbol) over his head.
Or maybe a guy in a cap looking down, still holding the thing over his head.
Have you seen anything like this before? I feel certain it the ordnance symbol, but who
does the figure represent?
Made of aluminum, about 18" high, 5/8" wide, with the bottom inlaid with copper or brass.

A guess, it looks like the artwork that I have seen on WW2 flight jacket bomber squadron patches. There are several websites with photos, it may be worth researching. Best of Luck, Sub

Looks like a flaming bomb ordnance symbol, being held by a miniature manl
