With the threaded hole in top, I would agree with spigot handle.

I have a fireplace and I also have the fireplace tool set. They hang on a stand, and the bottom has a rail around it, this thing looks like one of the vertical corner pieces that joins the horizontal bars in place...........NGE (T)
